Speakers Biography
Ray Hassall
Committee Member Queensland Section, CILT Australia
Ray Hassall leads the Statutory Compliance Division of the NHVR. He has over 25 years’ experience in public administration and has led the design and implementation of regulatory reform at the state and national levels for all land transport modes.
This experience includes legal and substantive policy design, administrative review and investigations, and strategic analysis.
Ray’s background in regulatory compliance includes acting as an expert adviser for a legal publisher, as well as a peer reviewer for national and international transport publications, and the design and execution of enforcement functions for the NHVR. He has a particular interest in practical and principled business regulation.
Dr Kim Hassall
International Vice President, CILT Australasia
Kim is a CILT International Vice President and previously chair of CILT Australia.
He has held previous roles with the BTE, with major operational divisions at Australia’s largest network freight operator before part-timing with Melbourne University’s Infrastructure Engineering Department since 2002. Previously a Board Member of the ATA and has served on various NRTC and OECD committees. For twelve years he was involved with NTI’s NTARC 1.0 safety group and has overseen the safety and productivity benefits of PBS adoption since 2009. He continues to undertake projects for industry and many governmental instrumentalities.
Michael Holmes
Senior Manager, Road Transport Safety, Sydney Metro
Michael Holmes is a master’s degree-qualified safety professional with extensive experience in transport safety across the public and private sectors. As Senior Manager, Road Transport Safety at Sydney Metro (Transport for NSW), he leads a specialist team integrating road safety governance into major infrastructure projects. His work focuses on improving heavy vehicle safety and compliance within the construction industry, supporting safer logistics and ensuring compliance with regulatory standards.
Michael has played a key role in advancing the Construction Logistics and Community Safety – Australia (CLOCS-A) Standard, collaborating with industry bodies, government agencies, and regulators to align road transport safety objectives with broader industry and regulatory goals. Through his leadership and industry engagement, he continues to drive improvements in road transport safety across Sydney Metro and the wider construction sector.
Rebecca Young MP
Rebecca Young is the State Member for Redlands and Queensland’s Assistant Minister to the Deputy Premier for State Development, Housing, and Better Government Regulation.
Before entering public life, Rebecca successfully ran her own business for more than a decade, giving her firsthand insight into the challenges and opportunities faced by small business owners. This experience shaped her practical, solutions-focused approach to policy and deepened her understanding of how good government and smart regulation can help local enterprises thrive.
As a mother of four, Rebecca understands the everyday challenges families face. She is deeply committed to serving her community and driving meaningful change, with a passion for advocating for local families, businesses, and individuals. In her role as Assistant Minister, she is focused on driving economic growth to create jobs and opportunities, delivering innovative housing solutions to meet community needs, and ensuring government regulation empowers people and businesses rather than creating unnecessary barriers.
Chris Baxter
Senior Safety and Compliance Officer, National Heavy Vehicle Regulator
Chris brings extensive frontline experience to the industry, having spent 17 years as a Senior Transport Inspector with Transport and Main Roads (TMR) before joining the NHVR in 2024 as a Senior Safety and Compliance Officer. Based on the Gold Coast, he leads a team of five officers overseeing operations and ensuring adherence to Heavy Vehicle National Law.
A mechanic by trade, Chris has been around vehicles his entire life and brings a practical, hands‑on approach to safety, enforcement, and regulatory compliance.
Paul Caus
Technical Officer – Truck Industry Council – TIC
Paul Caus is a mechanical engineer who has extensive experience in both light and heavy vehicles.
Paul began his career with heavy vehicles in fleet management at the RTA and then as a compliance engineer for Hino.
Paul then moved on to Hino’s sister company, Toyota, initially as a product development engineer in their genuine accessory team. Later during his time at Toyota, Paul became involved in process improvement, particularly in reducing product development time to speed up time to market.
After his time at Toyota, Paul returned to heavy vehicles with UD, then back to his regulatory and compliance roots first at RMS as Manager, Vehicle Standards and Investigations and then at the federal level with the Department of Infrastructure in the vehicle standards and safety team developing new ADRs.
Paul then turned to industry advocacy, leveraging his experience in vehicle regulations from within government and private sectors, first with HVIA as Chief Technical Officer and now with TIC as Technical Officer.
Daniel Deveney-Kelly
Logistics National Delivery Lead – Select Plant Australia
Daniel Deveney-Kelly is a seasoned logistics and operations leader with over 16 years of international experience in construction logistics across Australia, the UK, Hong Kong, Afghanistan, and Vietnam. Currently serving as the Logistic National Delivery Lead at Select Plant Australia, Daniel specializes in delivering innovative solutions through strategic planning, stakeholder engagement, and technology integration.
He holds a Master’s degree in Project and Program Management from the University of Sydney and a B.Sc. (Hons) in Construction Management from Aston University. As a Chartered Construction Manager and active member of both the MCIOB and CILT, Daniel has been pivotal in implementing major digital logistics platforms, leading COVID-safe transformations across worksites, and championing safety through the CLOCS-A initiative.
Known for his proactive leadership and mentoring through organizations like NAWIC and CILT, Daniel combines technical expertise with a passion for industry improvement and professional development.
Karyn Welsh
Implementation Lead at CLOCS-A and National Chair at CILT Australia
Karyn Welsh has been recently appointed as the National Chair of the Chartered Institute of Logistics and Transport Australia (CILTA). CILTA is part of a 43-nation network established in 1919.
Karyn’s background spans major accounts and corporate strategy, while becoming heavily involved in the multi-corporate e-commerce platform CorProcure. She has authored several international papers and led one of Australia’s first e-freight marketplaces.
Karyn undertook the first national PBS operator survey in 2014, and project managed several significant policy related projects. She is a director of the Industrial Logistics Institute and was instrumental in CILTA becoming involved in CLOCS-A.
Karyn holds an MBA and a Graduate Diploma in E-Commerce.
Urszula Kelly
Accredited NHVAS, and CLOCS-A auditor, Heavy Vehicle National Law Advisory
Urszula Kelly is a Certified NHVR Auditor and Principal Advisor, Heavy Vehicle Compliance Advisory, working with transport businesses across the Eastern Seaboard. She brings extensive field‑based audit experience and a practical understanding of how heavy vehicle obligations operate in real‑world environments.
Urszula’s focus is on bringing clarity to complex compliance requirements and helping operators implement practical, defensible controls that align with the way their business actually works. Her approach is grounded, collaborative, and shaped by years of on‑the‑ground insight into the challenges faced by transport operators.
Glyn Castanelli
Transport Health and Safety, NHVAS, WAHVA, AMCAS, and CLOCS-A Auditor
Glyn Castanelli is a seasoned professional in the Australian transport industry. With over 30 years of industry experience—from his early days as a driver to roles in compliance, operations, and auditing—Glyn has a deep understanding of the challenges faced by operators. He is a passionate advocate for fair industry standards and improved safety outcomes. He also hosts Risky Business on Australian On The Road Radio, where he discusses key transport and logistics issues.
In addition to his leadership and advocacy roles, Glyn is a certified transport compliance auditor, conducting audits for NHVAS, WAHVA, AMCAS, and CLOCS-A accreditations. A strong supporter of CLOCS-A, he has played a key role in its implementation within the construction sector, including a 12-month tenure on the West Gate Tunnel Project, where he oversaw compliance with the Victorian Government’s vulnerable road user safety requirements.
Warren Schneider
National Business Development Manager – SGESCO-MAX
Warren represents the heavy vehicle safety specialists, SGESCO-MAX and their AX-SAFE range of safety solutions. Warren’s career has seen extensive experience in plant operation in the civil sector through to safety and training management in the coal mining industry.
More recently, a move to Business Development has had Warren work with tier 1 companies across the industrial heavy lifting sector and now heavy vehicle safety.
With the development of SGESCO-MAX’s heavy vehicle safety solutions for the CLOCS-A Standard, he has had wide involvement with the MRPV and key civil construction companies in Victoria, establishing successful trials of blindspot detection technology.
Matt Wood
Matt Wood leads Public Relations and Corporate Communications for Volvo Group Australia, representing the Mack and Volvo truck brands across Australia, New Zealand, and the wider Pacific region. VGA also serves as the sole authorised distributor for UD Trucks in Australia.
With a strong background in transport and media, Matt supports Volvo Group Australia’s national communications and industry engagement, showcasing the company’s commitment to building Australian‑Made Mack and Volvo trucks at its Wacol factory in Brisbane. Volvo Group Australia employs more than 1,400 people, works with over 80 local suppliers, and operates the largest dealer network in Australia and New Zealand.

Brett Shaw
Brett Shaw is the General Manager of ShawX Manufacturing, a Queensland-based, family-owned business specialising in innovative truck bodies and heavy equipment solutions. With a hands-on background as a qualified boilermaker, diesel fitter, and mechanic, Brett brings deep technical expertise and real-world industry experience to the business. While his background operating earthmoving equipment and extensive trucking experience has gained him firsthand insight into the day-to-day demands of civil, construction, and haulage operations, and helped shape his practical, operator-focused approach to equipment design and performance.
Driven by a practical understanding of on-site challenges, Brett plays a key role in leading the development of ShawX’s flagship EjectX ejector body—designed to improve safety, efficiency, and performance in the civil and construction sectors. As part of the Shaw family leadership team, he is committed to advancing Australian manufacturing through continuous innovation, high-quality craftsmanship, and strong customer partnerships.
