Jerome Carslake
Director – National Road Safety Partnership Program
MC
Jerome Carslake is the Director of the National Road Safety Partnership Program, which is delivered in partnership through Monash University’s Accident Research Centre.
Jerome has an extensive knowledge of workplace road safety management, program delivery and the collaborative development of solutions. Jerome was the Chair of the Construction Logistics and Community Safety – Australia (CLOCS-A) Steering Group.
He has a Bachelor of Science in Agriculture and a Masters in Agribusiness. He also has a heavy combination truck licence.

Nicola Fotheringham
Director of Road Safety Strategy & System – Department of Transport and Planning
Nicola Fotheringham is the Director of Road Safety Strategy & System at the Department of Transport and Planning, bringing together her extensive experience in road safety and strategic policy within the Victorian government sector. Her background demonstrates a strong focus on road safety initiatives and policy frameworks.
In her current capacity, Nicola leads to the development and implementation of road safety strategies and action plans. Previously, as a Principal Adviser at the Department of Families, Fairness and Housing, she provided guidance and strategic advice on a range of key policy matters. Previously, Nicola has also worked across government to lead and managed the delivery of wide range of safety focussed programs, projects and policy initiatives.

Peter Austin
Director of Policy Implementation – National Heavy Vehicle Regulator
A seasoned professional with more than 15 years’ experience in road transportation regulation, Peter oversees the NHVR’s crucial work on heavy vehicle technical standards, the safety duty and chain of responsibility, along with the production of industry standards, information and guidance documents.
Peter is a passionate supporter of Australia’s heavy vehicle industry, and is dedicated to supporting a safer, more productive and sustainable sector through collaborative and cooperative policy development and implementation.

Ian McLeod
Executive Director Strategic Safety – VIDA
Mr McLeod has more than 25 years’ experience as a senior executive, leading technology teams across a diverse range of sectors. This includes the highly regulated pharmaceutical industry as well as the hospitality, retail and automotive sectors.
Mr McLeod has successfully led major digital and data transformations, focusing on operational optimisation and data enablement.
Ian is a qualified Engineer with substantial experience through the entire construction industry supply chain (engineering designers, contractors, subcontractors, suppliers and client/superintendent roles).
His experience, coupled with his interest in engaging with people and improving their working lives has led to a natural career progression into the area of health, safety and well being.
He has helped organisations develop workplaces where safety is embraced as a core value, is considered part of everything they do, is not negotiable or considered an add on and he influences others to do the same. This has enabled organisations he has worked for to realise the immense benefits that exist when safe cultures are created and high performing teams that care about themselves and others develop as a result.
Ian’s specialties: Technical specialist in Construction Safety, culture / behavioural development programs, audits and safety reviews. Development of safe systems of work for construction activities. Leadership of large teams often in multiple countries, executive team member, organisational strategy development and implementation.

Rachel Carlisle
Senior Policy Officer, Safer Road User Behaviour – Road Safety Victoria, DTP
Rachel has worked on active transport from a number of different angles. From looking at how to promote walking and cycling for environmental benefits, to supporting planning and planners to create a built environment that supports people to be physically active and healthy. Recently she has been working on projects and policies aimed at improving road safety for pedestrians and bicycle riders at Road Safety Victoria. She has worked on the Construction Trucks and Community Safety Project in Victoria since 2016.

Sarah Roberts
Manager, Research and Innovation – ABMARC
Sarah Roberts is a transport and engineering specialist with over 20 years of experience spanning vehicle safety, emissions, and regulatory strategy. At ABMARC, she leads research and advisory projects focused on sustainable mobility, fleet management, and the integration of emerging vehicle technologies. Her recent work has explored how advanced driver assistance systems (ADAS) can improve safety outcomes for vulnerable road users around heavy vehicles. Sarah has a Bachelor of Engineering and a Masters of Science in Materials Engineering.

Shayne Commons
Director Product and Performance – Volvo Group Australia
Shayne Commons is responsible for Volvo & UD product management, sales structure, Vehicle Handover, Driver Development and PR & Media.
Focused on reinforcing the importance of information and knowledge to support efficiency, productivity and safety.
Shayne has successfully launched product inception projects including medium and heavy-duty battery electric vehicles. He has held various support and managerial positions throughout his 15-year tenure at VGA.

Daniel Deveney-Kelly
Logistic National Delivery Lead – Select Plant Australia
Daniel Deveney-Kelly is a seasoned logistics and operations leader with over 16 years of international experience in construction logistics across Australia, the UK, Hong Kong, Afghanistan, and Vietnam. Currently serving as the Logistic National Delivery Lead at Select Plant Australia, Daniel specializes in delivering innovative solutions through strategic planning, stakeholder engagement, and technology integration.
He holds a Master’s degree in Project and Program Management from the University of Sydney and a B.Sc. (Hons) in Construction Management from Aston University. As a Chartered Construction Manager and active member of both the MCIOB and CILT, Daniel has been pivotal in implementing major digital logistics platforms, leading COVID-safe transformations across worksites, and championing safety through the CLOCS-A initiative.
Known for his proactive leadership and mentoring through organizations like NAWIC and CILT, Daniel combines technical expertise with a passion for industry improvement and professional development.

Nelson Mansfield
CoR Manager – Select Plant Australia
Nelson Mansfield commenced his career in warehousing and progressed further into the logistics industry as his career progressed so far, of 26 years. Key roles starting from the National Warehouse & Logistics Manager – Toy Kingdom Australia, through to roles with BP Australia Bulk Fuels Regional Transport Manager, Managing Branches for PFD Food Services in Regional Victoria, National Heavy vehicle Compliance Manager for EPH and landing as the CoR Supervisor for the EBTA Project.
Previous positions also held within some of these organisations was also Safety Manager and a couple of stints in Human Resources.
Honing skills on construction transport & compliance Nelson was at the forefront of the joint panel (Westgate Tunnel Project, RPV & Metro Tunnel Project) in 2018 rolling out the VRU (Vulnerable Road users Program). Established with the Bicycle Network Program Nelson teamed with project groups in rolling out 11 Swapping Seats Events across Victoria.
Nelson has had training in food services through to dangerous goods handling and has been involved in many technical advisory workshops along his journey.

James French
ANZ Manager Construction and Infrastructure – Teletrac Navman
Jim French is the ANZ Manager Construction and Infrastructure for Teletrac Navman, a role he has held for the past decade.
Jim works alongside Teletrac Navman’s sales teams to understand trends and developments in construction and infrastructure. He uses his deep industry knowledge to understand industry needs and goals and uses this knowledge to benefit customers and be a resource for technical solutions.
Jim has used his experience within Teletrac Navman and its development team to create new software capabilities to help meet industry and customer requirements. This includes Site360, Teletrac Navman’s world-class data aggregation platform for site traffic management used on Sydney’s Rozelle Interchange infrastructure project to direct heavy vehicles entering and leaving the site.
Jim also leads Teletrac Navman’s annual industry survey, completed in partnership with Civil Contractors New Zealand. The survey and report accurately reflect trends and developments in the construction, infrastructure, and engineering industries in New Zealand over the last eight years and is used by ministers, industry bodies, and the media to lobby the government.
Beginning his career as a surveyor in Ireland, Jim also worked as chief surveyor for several major projects in the Middle East and Africa. Along with surveying, Jim worked as a technical specialist for organisations including WestTrac and heavy earthmoving equipment manufacturer Caterpillar.
Outside work, Jim volunteers as an Emergency Medical Technician for St John Ambulance, an organisation providing first response medical services at events such as the Sydney Royal Easter Show and the annual City to Surf and Sydney Marathon.
Jim is based in Sydney, Australia.

Simone Reinertsen
Chain of Responsibility (CoR) Lead – Bild Group
Simone has spent the last two decades working with the transport industry and its supply chain. Over this time, she has held roles in government and private organisations and is skilled in Workforce Development, Customer Experience, Stakeholder Engagement, Contractor Compliance, and Transport Safety.
Simone was a foundation member of the National Heavy Vehicle Regulator’s Stakeholder Engagement and Customer Experience teams and has worked with subject matter experts across the nation in Access, Accreditation, Safety and Compliance, Performance Based Standards, and Policy. Simone is passionate about road transport safety and is currently the Chain of Responsibility (CoR) Lead for BildGroup.
In early 2025 Simone led the successful application to award Bild Group as Australia’s first organisation to hold CLOCS-A accreditation.

Warren Schneider
National Business Development Manager – SGESCO-MAX
Warren represents the heavy vehicle safety specialists, SGESCO-MAX and their AX-SAFE range of safety solutions. Warren’s career has seen extensive experience in plant operation in the civil sector through to safety and training management in the coal mining industry.
More recently, a move to Business Development has had Warren work with tier 1 companies across the industrial heavy lifting sector and now heavy vehicle safety.
With the development of SGESCO-MAX’s heavy vehicle safety solutions for the CLOCS-A Standard, he has had wide involvement with the MRPV and key civil construction companies in Victoria, establishing successful trials of blindspot detection technology.

Glyn Castanelli
Director of Industry Engagement and Customer Success – Hubfleet
Glyn is the Director of Industry Engagement and Customer Success at Hubfleet, helping transport operators improve compliance and safety through digital solutions. With over 30 years in the industry—starting as a driver and moving into compliance, operations, and auditing—he understands the challenges operators face. As President of the NRFA, he advocates for fair industry standards. Glyn also hosts Risky Business on Australian On The Road Radio, discussing key transport issues.

Paula Graham
Gearbox
Over 30 years in transport covering every role from mechanic, driver, allocator, NHVAS, COR, business founder and now consultant. Nearly 20 years using and supporting Gearbox.
Purchased 6 Truck & Dogs at age 27 with the dream of doubling the size of her business. Paula sold the business 14 years later with 25 company trucks and over 80 subcontractors on the road each day.

Garry Brennan
Senior Policy Advisor – Bicycle Network
Garry Brennan has worked for more than a decade on infrastructure, design standards, regulation and safety issues. His career has covered journalism, public affairs, industry policy, media and film production. Bicycle Network has about 50,000 members and has been a voice for active travel for some 50 years.
