NHVR Releases 2026 Master Code — Strong Alignment with CLOCS‑A

The NHVR’s 2026 Master Code of Practice delivers clear, practical guidance to help every Chain of Responsibility party meet their obligations under the Heavy Vehicle National Law and promote safer, more consistent practices across day‑to‑day operations.

This year’s update also reinforces the growing importance of CLOCS‑A across the construction and logistics sectors. Many of the Master Code’s expectations — particularly around safer sites, safer vehicles, driver competence and shared responsibility — align directly with the CLOCS‑A Standard. For organisations working in complex urban environments, CLOCS‑A provides a practical, nationally consistent pathway to demonstrate due diligence and meet the Code’s risk‑based approach to heavy vehicle safety.

The Master Code is relevant to any business or individual who controls or directs the use of heavy vehicles over 4.5 tonnes, employs, engages or manages heavy vehicle drivers, schedules freight, passenger transport or driver work/rest hours, requests, arranges or influences the movement of goods by road and it is applicable to a wide range of industries and commodities, including agriculture and agricultural machinery, bus and passenger transport, construction, general freight, livestock, manufacturing.

For organisations aiming to strengthen safety systems, improve consistency and demonstrate due diligence, the Master Code remains an essential, practical resource — and CLOCS‑A offers a clear best practices framework to help put those expectations into action in the Construction Logistics sector.
