On December 8, 2025, we proudly held the first CLOCS-A Safety Forum in Sydney – Vision Zero in Construction Logistics.
The event gathered over 70 stakeholders from government, industry, auditors, and the wider community, all united by a shared commitment to improving construction transport safety and protecting vulnerable road users.
The forum opened with Kim Hassall (CILT Australia), who outlined the origins of the CLOCS-A Standard and its strong alignment with the UK CLOCS model, highlighting their shared goal of reducing construction-related road trauma.
Yousif Nassrat (Transport for NSW) introduced the new TS 00088 Minimum Requirements for Contractor Vehicles, aimed at improving safety for contractors and vulnerable road users, delivering long-term community benefits, and supporting TfNSW road safety strategies. He explained that Section 8 embeds the CLOCS-A tiered framework—Bronze, Silver, Gold—requiring increasing levels of safety technology and emissions performance.
Michael Holmes (Sydney Metro) discussed plans to embed CLOCS-A accreditation across upcoming projects. Despite rising heavy vehicle activity, incident rates have remained stable, reflecting the success of current safety initiatives. Sydney Metro is committed to best practice, innovation, and consistent standards across all partners.
Joe Sharaf (NHVR) presented data showing higher mechanical and load-restraint non-compliance in construction vehicles and highlighted mass-related risks. He detailed NHVR’s support for CLOCS-A through HVSI grants and technical working groups, reinforcing its value as an industry-led safety model.
The session concluded with Paul Caus (Truck Industry Council), who highlighted the safety challenges of Australia’s ageing heavy vehicle fleet, emerging technologies, and TG1’s work in developing CLOCS-A technical standards. Key goals include a safer, cleaner fleet; greater adoption of advanced technologies; improved productivity; and incentives for newer vehicles.
In the afternoon session we ran two concurrent streams. In the main room, Daniel Deveney-Kelly (Select Plant Australia) delivered an overview of CLOCS-A, its benefits, and pathways to accreditation—highlighting improvements in VRU protection, site operations, logistics efficiency, environmental impacts, community outcomes, and administrative consistency. He also covered CLMPs, CTMPs, and compliance monitoring.
Ruth Vargas (Select Plant Australia) demonstrated the benefits of a Delivery Management System (DMS), including centralised scheduling, streamlined communication, compliance monitoring, auditable records, and improved operational efficiency.
Kim Hassall introduced the CLOCS-A VRU Training Course, which guides drivers through Bronze (online), Silver, and Gold (practical) levels, with certification at each stage.
Glyn Castanelli presented the CLOCS-A Accreditation System and later moderated a panel with Matthew Collaros and Belinda, focusing on practical measures to better protect vulnerable road users.
In the parallel session, Karyn Welsh (CLOCS-A) outlined the Auditor Application System and available support materials. Presentations from Matthew Collaros (Bingo Industries), Simone Reinertsen, and Belinda Piggot (SJ Read Group) followed, each sharing their accreditation journeys and underscoring the importance of thorough documentation and CLOCS-A support.
The forum concluded with a combined panel session featuring Matthew and Belinda, sharing further insights on accreditation and real-world approaches to improving VRU safety.
